Swedes have been living in Estonia since the 13th century. Towards the end of the Second World War the majority of the Estonian-Swedes managed to escape or was transferred to Sweden. Only some 1.000 Estonian-Swedes remained in occupied Estonia.

When Estonia restored independency in 1991, the Estonian-Swedes could return to their former homeland. They started to get back their farms, houses and land, and the Estonian-Swedes residing in Estonia could now start to re-develop their identity and the use of the Swedish language.

In 1992, Estonia restored the minority legislation originating from 1925 and in 2007, the Swedish minority got its own culture management, directed by the Estonian-Swedish Culture Council (Kulturrådet för den svenska minoriteten i Estland / Rootsi Vähemusrahvuse Kultuurinõukogu Eestis) under the Ministry of Culture.

Today, the Council is working for re-establishing and strengthen the Estonian-Swedish culture by supporting initiatives for maintaining the Swedish language and its dialects spoken in Estonia, as well as the traditional folk music, dances, handicraft and cultural practices of the Estonian-Swedes. Furthermore, the Council supports organizations, schools and museums working with and for the preservation and contemporary development of the Estonian-Swedish cultural heritage.
