Swedish television SVT Plus investigates and Law Office Storm & Mets OÜ

One of the largest fraud schemes in the Nordics is run from Estonia.

The company UPSF OÜ is selling car valuation services to consumers through pop-up ads on social media in a way that the consumer never understands that the service is charged with a 88 EUR fee. The invoice is sent to the owner of the car taking the address from the public car owners’ register and there seems to be no way to contest the invoice, contrary to EU regulations on consumers’ rights.

After three invoices where there are additional reminder fees added, the consumer will get a claim from Law Office Storm & Mets OÜ. They threaten the consumer with court proceedings in Estonia unless they pay. Under EU and Swedish law, to send claim letters to Swedish consumers you need a permit from the Swedish Data Protection Authority (Sw:Datainspektionen).

As Law Office Storm & Mets do not have any permit to act in Sweden, the Swedish Data Protection Agency has reported these actions to the Police for further investigations.

The Swedish investigative TV show Plus tries to get to the bottom with this as there are currently over 1000 cases against UPSF OÜ and Law Office Storm & Mets OÜ with the Swedish Consumer Protection Agency.

The same scheme has been investigated in Norway (TV2), Finland (MTV) and Denmark (DR) as there are massive amounts of reports to their public authorities with the same set up.

SVT Plus tries to locate the persons behind the scheme in Estonia and there is also an interview with SCCE chairman Karolina Ullman, member of the Swedish and the Estonian Bar Associations. To see the full story 1:00 – 14:35, 28:20-36:45, 50:20-58:00. The interview with Karolina Ullman you will find in the last part. All in Swedish.
