image: SCCE visited the NATO Cooperative Cyber Defence Centre of Excellence SCCE visited the NATO Cooperative Cyber Defence Centre of Excellence

Thursday 27 September, members of the SCCE made a study visit to the NATO Cooperative Cyber Defence Centre of Excellence – CCDCOE in Tallinn.

- CCDCOE is a multinational and interdisciplinary hub of cyber defence expertise. We are a military organization focusing on technology, strategy, operations and law, said Gunnar Faith-Ell, a Swedish representative and researcher at CCDCOE.

Following major cyber attacks on Estonian public and private institutions in 2007, CCDCOE was formed and opened in Tallinn in early 2008. In May 2017, Sweden joined CCDCOE as a Contributing Participant, a membership status eligible for non-NATO nations.

In addition to research on cyber technology, strategy, operations and law, CCDCOE also organizes cyber defense exercises and conferences.

Locked Shields is the world’s largest and most advanced international technical live-fire cyber defence exercise. With a joint Swedish-Finnish team participating among the more than 20 nations represented, and with Ericsson as one of the industry partners, this year’s CCDCOE exercise involved around 4000 virtualized systems and more than 2500 cyber attacks altogether!

Also organized by CCDCOE, and this year themed ‘Maximizing Effects’, CyCon –  the annual International Conference on Cyber Conflict took place in Tallinn this spring and brought together 700 cyber experts from more than 40 nations. “CyCon turns Tallinn into a real Cyber Woodstock, hosting discussions that shape the future of cyber security”, commented CCDCOE in connection with this year’s conference.

The CCDCOE Cyber Security Publication Library brings together books, articles, reports, and other publications of the CCDCOE as well as the work of their experts. It is a digital library available at this link:

On behalf of the SCCE, I would like to thank Gunnar Faith-Ell and his colleagues at CCDCOE in Tallinn for a very interesting study visit.
